Down syndrome is caused by the presence of an extra  21st chromosome in a person's cells.

What is the correct terminology regarding people with Down syndrome?

People do not suffer from Down syndrome, nor are they a victim of Down syndrome. People with Down syndrome are unique like all other people and should be treated as such. 

Using person first language is best practice.  For example you would say, "the man with Down syndrome" and NOT "the Down syndrome man". This reflects that the person is a man first and second has Down syndrome.
